Rogozin later - several weeks later - clarified that the 45 included suborbital military missile tests. 
The ’45 in 2019’ claim never looked realistic at the time and there was never a manifest for 45 launches.
Someone who watches missile launchings can tell us were there 20 of them or not. 
Russia’s 25 in 2019 was the best annual total for five years.  More important, there was not a single failure.
