 Bit earlier than that...


Meteor-Priroda launch in 74 went into polar orbit, and the first sun synch launch was Meteor-P 2/2 in 1977

Launch of IRS-1A by a Vostok-2M on 17.03.1988 was both the first Soviet commercial launch and the first Soviet polar launch.
