[FPSPACE] SBIRS-High still grounded

There's a short article in last week's Space News indicating that the USAF has announced that the first SBIRS-High missile warning satellite will not be launched until fall 2008.  In April, USAF announced that it was slipping the first launch from fall 2006 to fall 2007.  Six months later and they've slipped the launch by another year.  All of this seems to indicate that the problems with SBIRS-High, which were supposedly on their way to being fixed, have not been fixed.

(The original goal was a $2 billion program with first launch in 2002.  It is now a $9.9 billion program with first launch in 2008, and the cost is expected to go up from that figure now that the new delay has been announced.)

The delay is due to software problems in a signal processor on the satellite.
