Yes, in fact the payload is increased.

The ideal delta-v from Kourou (5.3=B0N) to ISS orbit is 93 m/s higher =
than
the ideal delta-v from Baikonur (49=B0N).

Kourou is 100 m lower than Baikonur, thus there are a few more m/s of
drag and expansion losses for launches from Kourou.

Assuming the net delta-v advantage of Kourou is 75 m/ the payload mass
of the Soyus launcher increases by 250 kg, which could be added to the
payload mass or alternatively increase the rendezvous altitude with ISS.
