Cosmos 2290.

Which re-opens the question of what the four satellites were launched in
the mid-1980s to LEO (one at ~97 deg, the others at ~65 deg) which did
nothing but decay from orbit.

Were they related to Cosmos 2290 ? - in which case why the long break in
the programme, ususual in the _Soviet_ era ?   (Not happy with this.)

Or were they related to the Uragan space plane/interceptor programme ?
(Not happy with this either !)

Or just heaps of sand from the Kazakh desert, flown as dummy payloads
because of the unreliability of the Zenit-2 launcher ?   (So, what else is
there ?)

Maybe one day we will find out.
